Rhode Island Public Utilities Commission requires utilities to publish the rate they charge customers who have not chosen a supplier. In Rhode Island it is called the Last Resort Service rate, and it appears on your bill. It is the only honest benchmark for any offer you are shown.

Fixed or variable

A fixed rate holds for the length of the contract regardless of weather, storms or market swings. Terms usually run 6, 12, 24 or 36 months. A variable rate moves month to month, and the upside risk tends to land on customers.

Monthly recurring charges

Some plans carry a flat monthly fee attached to a lower per-unit rate. Below a certain usage the fee costs more than the lower rate saves, which is why the all-in figure is the only one worth comparing.

Cancellation terms

Early termination fees are normal and rarely a problem on shorter contracts. They matter on 24- and 36-month terms, where being locked in while the market falls has a real cost.
